(Taipei, April 24, Central News Agency reporter Wang Cheng-Chung) Legislative Yuan President Han Kuo-yu today attended the inaugural meeting of the "Global Anti-Fraud Policy Research Association" and the "Sports Industry Policy Improvement Promotion Association." He stated that KMT legislator Hung Meng-kai has the intention to learn from Singapore, hoping to introduce caning for fraudsters, those who sexually assault women, and child abusers, applying heavy penalties in troubled times. He said he was deeply moved by several of Hung Meng-kai's speeches.

Han Kuo-yu attended the inaugural meeting of the "Global Anti-Fraud Policy Research Association" and the "Sports Industry Policy Improvement Promotion Association" initiated by Hung Meng-kai at the Legislative Yuan. KMT legislators including KMT Legislative Yuan caucus convener Fu Kun-chi, caucus whip Lin Pei-hsiang, and chief deputy caucus whip Hsu Yu-chen also attended.

Han Kuo-yu pointed out in his speech that last year Taiwan had nearly 200,000 cases of fraud, with victims ranging from individuals, groups, to enterprises, incurring losses of nearly NT$90 billion. Despite the government's significant efforts, substantial budgets, and manpower investment, fraud cases are increasing. The public detests fraud, and many families have been broken up due to it.

Han Kuo-yu stated that fraud has become internationalized, organized, and syndicated, and most terrifyingly, it is dehumanizing. Regarding fraud, Singapore has decisively used caning against fraudsters. Hung Meng-kai has the intention to learn from Singapore, applying heavy penalties in troubled times. He said he was deeply moved by several of Hung Meng-kai's speeches.

Han Kuo-yu said that the entire nation should be concerned about fraud. The establishment of the "Global Anti-Fraud Policy Research Association" today is a good start, with opposition legislators participating, reflecting the demands of the highest public opinion. He also hoped that the executive branch would take action to combat fraud more effectively and urged the public to heighten vigilance and declare war on fraud together.

Fu Kun-chi stated that heavy penalties must be applied in troubled times, and the KMT caucus fully supports the "Global Anti-Fraud Policy Research Association" established by Hung Meng-kai; this is the KMT's stance. Singapore's use of caning and other severe measures against inhumane criminals is worth deep consideration and discussion by the entire nation. When the government is incapable and unable to deal with fraud, only through a national referendum can everyone participate and reflect on whether to use such methods to curb Taiwan's notorious reputation as an "island of fraud."

Hung Meng-kai pointed out that the entire nation expects Taiwan to be a fair and just society. He initiated the establishment of the "Global Anti-Fraud Policy Research Association" to make the government understand that current fraud groups are internationalized, organized criminal enterprises that are inhumane. Taiwan must not be complacent and assume that its anti-fraud efforts are good when fraud crimes continue to be rampant in Taiwan.

Hung Meng-kai stated that Taiwan should learn from global experiences, and any good policies or directions from various countries should be widely discussed and researched together. The key is to declare war on fraud so that fraud groups cannot operate freely around the world, let alone survive in the Republic of China (Taiwan). (Edited by Wan Shu-Chang) 1150424
