The meeting discussed the Hualien County Government's on-site evacuation drill plan scheduled for the 30th, which has incorporated vertical evacuation. He will attend to provide guidance, noting that enforcement capability is the key to success.

The central coordination meeting for the post-disaster recovery and reconstruction of the Mataian Creek barrier lake was held this afternoon at the Guangfu Sugar Factory. The Hualien County Government was represented by Department of Agriculture Director Chen Shu-wen and Fire Department Deputy Director Li Long-sheng. Local officials from Guangfu Township, Wanrong Township, and Fenglin Township offices, as well as village chiefs, were also in attendance.

In a joint media interview after the meeting, Ji Lian-cheng pointed out that on April 30, the Hualien County Government and Guangfu Township Office will execute a large-scale evacuation drill, including a tabletop exercise for evacuation and actual field maneuvers. He will be present to guide and issue drill scenarios.

He stated that the drill process will delineate warning zones and the number of households to be protected based on the scenarios. Elderly living alone, vulnerable groups, and severely ill patients within the area will be subject to mandatory evacuation, while others can choose vertical evacuation or shelter placement based on their conditions.

Ji Lian-cheng emphasized that regardless of choosing vertical evacuation or shelter placement, the key to the evacuation drill remains mandatory enforcement capability. It has currently been confirmed that broadcast systems in all villages are complete, and police cars have been equipped with powerful broadcast systems. During the drill, mobile cell broadcasts and flood warnings will be intensively issued.

Ji Lian-cheng also mentioned that based on conditions such as the progress of dredging the Mataian Creek channel and the widening and reinforcement of levees, the Ministry of Agriculture had already raised the cumulative rainfall evacuation warning threshold from 200 mm to 400 mm in February this year. With improved flood control conditions, the scope of the warning zone will also be relatively reduced.

According to the rainfall evacuation standards announced by the Ministry of Agriculture, there are different settings based on the water volume of the barrier lake. For water volumes below 200,000 cubic meters, an estimated rainfall of 400 mm in 48 hours triggers a yellow alert, and an estimated rainfall of 400 mm in the next 24 hours triggers a red alert.

For barrier lakes with water volumes between 200,000 and 1 million cubic meters, or over 1 million cubic meters, yellow and red alerts are issued respectively based on the overflow time estimated by the Central Weather Administration's rainfall projections. (Editor: Li Shu-hua)
