(CNA Reporter Huang Chiao-wen, Taipei, 24th) Former Freeway Bureau branch director Lai Jung-chun was impeached by the Control Yuan for long-term bribery, and the Control Yuan also issued a censure to the Freeway Bureau. The Freeway Bureau stated today that it respects and humbly accepts the censure, will continuously improve systemic loopholes and personnel management, and has already rolled out enhanced controls for internal procurement processes.

Lai Jung-chun, former branch director of the Ministry of Transportation and Communications' Freeway Bureau, was unanimously impeached by the Control Yuan in March for long-term bribery. Recently, the Control Yuan also passed a censure regarding the failure of the Freeway Bureau's internal mechanisms. Investigating Control Yuan member Tsai Chung-i stated in a press release today that the Bureau's internal procurement and supervision mechanisms existed in name only, and allowing him to be reinstated after the incident came to light severely damaged the government's reputation for integrity.

The Freeway Bureau issued a press release explaining that the individual involved in this case accepted bribes from contractors before 2021 (Republic of China year 110). Upon receiving reports, the Bureau initiated an active investigation and referred the case to judicial authorities. Following a search conducted by the Changhua District Prosecutors Office in 2021, the Freeway Bureau fully cooperated with the investigation.

The Bureau pointed out that after the individual was detained, he was suspended under the provisions of the Public Functionaries Discipline Act. Following his indictment in 2022 (year 111), a performance evaluation committee was convened immediately, issuing him a major demerit, and subsequently referring him to the superior agency for disciplinary action and transferring him from his original post.

The Freeway Bureau stated that immediately after the incident, it actively cross-checked the individual's property declarations over the years and requested the Ministry of Justice to issue fines. It comprehensively reviewed the relevant procurement contracts. Furthermore, against the 15 contractors involved in bribery, fraud, or collusive bidding, the Bureau confiscated bid bonds, fined illicit gains, and issued suspensions according to the Government Procurement Act. Approximately NT$118.47 million was recovered and fined, and the involved contractors were published in the government procurement gazette, suspending their rights for 3 years.

Regarding internal control mechanisms, the Freeway Bureau stated that it has continuously reviewed standard operating procedures since the incident, refined internal procurement controls, set authorization principles based on procurement value tiers, and formulated enhanced auditing plans for procurement operations.

The Bureau highlighted that for mega procurement cases exceeding NT$10 billion, it has established procurement integrity platforms for the National Freeway 1 Taoyuan-Hsinchu elevated section, National Freeway 7, and National Freeway 1 Yangmei-Toufen elevated section to enhance administrative transparency and supervision mechanisms.

Concerning the Control Yuan's censure on this case, the Freeway Bureau stated it highly respects and humbly accepts it. The various systemic loopholes and improper management practices pointed out by the Control Yuan, such as the management of on-site engineering personnel, will be listed as key improvement items. The Bureau will continuously review and improve to achieve the policy goals of "Traffic Safety, Public Safety, Integrity, and Information Security," continually striving to elevate the integrity and quality of public works.
