(CNA Reporter Hsieh Chun-lin, Taipei, 24th) Tsai Mu-lin, a man who once participated in the legislative election, was accused of covering up a sexual harassment complaint filed by a female subordinate against a male colleague surnamed Chen and bullying the female subordinate into apologizing to Chen during his tenure as the Director of the Democratic Progressive Party's Youth Department. The Taipei District Court sentenced Tsai Mu-lin to 1 year and 2 months in prison for coercion today.

The indictment from the Taipei District Prosecutors Office pointed out that Tsai Mu-lin took office as the Director of the DPP Youth Department in May 2020 (resigned at the end of January 2023) and recruited an assistant surnamed Chen from his campaign office during his run for the 10th Legislative Yuan in New Taipei City's 9th electoral district to enter the Youth Department as a senior specialist. The female victim was a specialist in the Youth Department.

The indictment noted that while working with the senior male specialist Chen, the victim felt the man made inappropriate physical contact or overly intimate behavior toward her. Between July and August 2020, she reported the suspected sexual harassment by Chen to Tsai Mu-lin at the DPP Central Party Headquarters, hoping he would take appropriate action.

The indictment stated that Tsai Mu-lin failed to take immediate and effective corrective and remedial measures according to the Act of Gender Equality in Employment and the DPP Central Party's sexual harassment complaint and disciplinary regulations, nor did he provide the woman with due protection and assistance. Instead, based on criminal intent of coercion, he used his position of power in the workplace to blame the woman with phrases like "You set people on fire" and "When male animals pursue females, their pride will always be hurt," making her feel embarrassed.

According to the indictment, Tsai Mu-lin also demanded that the woman, who was not good at English, Japanese, or other foreign languages, be transferred to the International Department, choose to be laid off, or apologize to Chen. He continuously subjected the woman to humiliation, threats, and isolation in the workplace, using violent and coercive methods to interfere with her freedom of decision-making. To keep her original job duties, the woman had no choice but to apologize to Chen and report back to Tsai Mu-lin after the apology.

The indictment stated that the woman later could no longer bear the suffering and resigned after submitting her resignation in November 2020. She exposed the incident on Facebook in June 2023. Tsai Mu-lin turned himself in and the woman filed a lawsuit. The Taipei District Prosecutors Office concluded the investigation and indicted him in December 2024.

The Taipei District Court handed down the first-instance verdict on this case today, sentencing Tsai Mu-lin to 1 year and 2 months in prison for coercion.
