The National Federation of Teachers Unions urged today that the compensation system be comprehensively reviewed, raising both base salary and allowances simultaneously, so that primary and secondary school teachers do not end up as cheap labor.

The Executive Yuan has raised the salaries of military, civil, and teaching personnel three times over the past four years. Due to slowing economic growth last year, coupled with the impact of general cash handouts, the new version of the Act Governing the Allocation of Government Revenues and Expenditures, and reciprocal tariffs, it was decided not to adjust salaries this year. However, Su Chun-jung, Minister of the Directorate-General of Personnel Administration, recently stated in the Legislative Yuan that they would strive to significantly adjust professional allowances.

The National Federation of Teachers Unions issued a press release today pointing out that simply increasing professional allowances does not make the overall compensation increase complete; the base salary should be raised simultaneously so that related benefits and pensions increase in tandem to be truly felt.

The union pointed out that in 2023, the Executive Yuan raised the academic research allowance for public college and university assistant professors and above by 15%, but primary and secondary school teachers only got 4%. Primary and secondary school teachers have long shouldered tasks such as class management, student counseling, parent communication, teaching preparation, school administration coordination, and promoting various projects. Their work pressure and responsibilities are no less than those in other educational stages, and they should not face discriminatory treatment.

In addition, the union is also fighting to establish high-cost-of-living urban allowances and dedicated counselor allowances; to calculate overtime pay using multipliers of 1.34 and 1.67 comparable to labor workers; and to review homeroom teacher and special education allowances, providing reasonable compensation and a complete system to back up teachers.
