(CNA Reporter Huang Chiao-wen, Taipei, 23rd) The age for senior driver license renewal will be lowered from 75 to 70. Those aged 70 and above must pass a medical examination and a safety education course, while those aged 75 and above must additionally pass a cognitive function test. The Ministry of Transportation and Communications (MOTC) announced today an amendment to the fee regulations: a 50 NTD fee will be charged for license renewal for those over 70, with the new system expected to take effect on May 31.
The Highway Bureau under the MOTC announced three strategies for driver license management in October last year, including enhancing testing discrimination, strengthening retraining and correction for traffic violations, and tiered care for senior license renewals. Among these, the age for senior license renewal will be lowered from the current 75 to 70. According to statistics, there are about 1.1 million drivers aged 70 to 74, and about 188,000 drivers aged 75 and above.
Under the new regulations, seniors who reach the age of 70 can renew their licenses, valid until age 75, after passing a medical exam and completing a safety education course. For seniors aged 75 and above, the 3-year renewal system remains in place; they must pass a cognitive function test in addition to the medical exam and safety education course to renew their licenses, which will be valid for 3 years.
According to Article 22, Paragraph 1, Subparagraph 7 of the Road Traffic Management and Penalty Act, driving with an expired driver's license is subject to a fine of between 1,800 NTD and 3,600 NTD, prohibition from driving, and confiscation of the license.
To align with the new senior driver license renewal system lowering the age to 70, the MOTC today announced a 14-day notice period for amending the "Regulations on Fees for Highway Licenses and Motor Vehicle Administration." A 50 NTD fee will be charged for renewing driver's licenses for drivers over 70. The MOTC pointed out that the new senior driver renewal system is expected to launch on May 31.
Furthermore, to encourage seniors to proactively adjust their mode of transportation according to their condition while accommodating their mobility needs, the MOTC stated that starting in January 2026, it will launch the "Proactive License Surrender Senior TPASS Transit Rebate Measure." For anyone over 70 who proactively surrenders their driver's license, the Highway Bureau will provide a 50% rebate on monthly TPASS electronic wallet transit expenses, capped at 1,500 NTD per month. Each person can apply once, and the subsidy period is 2 years. This measure covers public transportation and taxi expenses. (Editor: Chen Ching-fang) 1150423
