Chen abandoned the vehicle and fled the scene after the accident. Police tracked him down and arrested him yesterday, referring him to prosecutors on charges including manslaughter.

The Taichung City Fire Bureau received a report at 4:21 PM on the 21st about a traffic accident on Section 3, Zhonghua Road in Longjing District, with people trapped inside a passenger car. Rescue personnel and vehicles were immediately dispatched.

Upon arrival, firefighters found a man and a woman trapped in the car. They used rescue tools to extract them, but both were in an OHCA (Out-of-Hospital Cardiac Arrest) state. They were rushed to Kuang Tien General Hospital's Xiangshang Branch but succumbed to their severe injuries.

The Wuri Precinct of the Taichung City Police Department found that 53-year-old Chen was driving the car with two friends through Longjing District. For unknown reasons, the vehicle veered onto the shoulder and rear-ended a parked truck. The driver got out, asked someone nearby to report the crash, and then fled on foot.

Police assisted in sending the victims to the hospital, gathered evidence at the scene, and formed a task force to hunt down the fleeing driver. Chen was arrested by police on the 22nd. He claimed he left the scene because he was afraid after the crash. Following police interrogation, Chen was transferred to the Taiwan Taichung District Prosecutors Office for investigation on charges of hit-and-run causing death and manslaughter.
