Wang pointed out that the tabletop exercise focused on the establishment, transfer, and decentralized operation of emergency response centers at various stages, as well as preventive evacuation and wartime traffic control. The comprehensive implementation centered around disaster collaboration centers, promoting emergency go-bag usage plans, expanding the setup of relief and first-aid stations, while strengthening key exercises such as wartime public security, maintaining a rolling review and improvement process.

The county government explained that the drill mainly focused on war disaster rescue operations. Executing wartime rescue under battlefield conditions, the drill was grand in scale, with over a thousand participants observing and practicing. It also simulated the carrying and use of emergency go-bags by the public, facilitating rapid evacuation during wartime to maintain basic survival needs.
