Central News Agency (Reporter: Lu Yen-tzu, Taipei, 23rd) Hong Yue-peng, the responsible person of Wanli Development Company, has been accused of recruiting six managers and assistant managers from Taichung Commercial Bank to open corporate accounts to assist gambling and fraud rings, laundering over 3.6 billion NTD. Prosecutors indicted the seven individuals today on charges of fraud and other offenses. Taichung Bank stated it will fully cooperate with the judicial investigation and assured that customer rights are unaffected by this incident.

The Taichung District Prosecutors Office issued a press release today stating that to facilitate money laundering, Hong Yue-peng actively infiltrated the banking system. He successively recruited and colluded with Taichung Commercial Bank executives: Manager Zhang of the Tanzi Branch, Manager Zhuang of the Toufen Branch, Manager Huang of the Zhongzheng Branch, Manager Yao of the Beitun Branch, Assistant Manager Chen of the Zhongzheng Branch, and Assistant Manager Su of the Beitun Branch.

Prosecutors discovered that Hong instructed these bank executives to abuse their authority. From September/October 2024 to April 2025, they successfully opened accounts for 12 dummy businesses with no actual operations and raised their transfer limits. Furthermore, when the accounts triggered suspected money laundering alerts, the executives intentionally covered for them by delaying abnormal transaction reports to the competent authorities, or even if reported, failed to suspend, restrict, or terminate the remittance transactions. The total amount laundered exceeded 3.6 billion NTD.

In response, Taichung Bank issued a statement today explaining that it will fully cooperate with the judicial investigation regarding the specific cases probed by the prosecution, hoping to clarify the truth as soon as possible.

Taichung Bank clarified that it has never and absolutely does not tolerate any participation in or assistance with illegal activities. It expressed deep regret over false accusations or misleading statements in the market and does not rule out taking legal action. The bank emphasized that this incident has no material impact on its finances or operations; all risk control indicators comply with legal norms, operations are completely normal, and customer rights are unaffected, urging clients and shareholders to feel at ease.
