The Taitung County Government held the library's opening ceremony this morning, inviting people from all walks of life in Taitung to join the grand occasion. County Magistrate Jrao Ching-ling said in her speech that she thanked everyone for their dedication and hard work, passing the baton one after another. From planning to completion, the Taitung County Library faced multiple challenges, but the county government persisted without giving up. After 14 years of changes and architectural design, with a total investment of NT$803 million, this major cultural construction project has finally been realized.

She stated that a library is not just a reading space but also a display of a city's depth. Taitung has performed brilliantly in reading ability over the long term, reflecting the local public's high regard for knowledge and learning. The opening of the library is a solemn response to this demand.

The County Government's Cultural Affairs Department stated that the library's design uses "mountain mist" as its imagery, transforming the natural landscape into an architectural vocabulary, with the hope that it will become a new landmark in Taitung County in the future.

Located on Nanjing Road in Taitung City, built by demolishing the old swimming pool, the library was originally planned by former Taitung County Magistrate Huang Chien-ting to be co-constructed with a swimming pool. In addition to multi-functional swimming, sports, leisure, and cultural library functions, the architectural planning aimed to create landmark architectural aesthetics, shaping a venue with local characteristics, and creating a spatial field with tropical colors and diverse humanistic imagery of Eastern Taiwan, aiming to create a city landmark building for Taitung City.

The original plan hoped to successfully bid out the project in mid-2014 and complete it in 2016. However, due to multiple issues such as securing funding and design, it was not put up for public bidding until 2018. After 12 public bidding announcements with no contractors bidding, the Taitung County Government revised the design multiple times, but still could not stimulate contractors' willingness to bid.

The audit report on the Taitung County 2019 general budget submitted by the Taitung Audit Office of the National Audit Office pointed out that the execution rate of the "Taitung County Swimming Pool and Library Co-construction Project" was poor, and if the contract was not awarded, the central government would reclaim the subsidy.

The total budget for this project was over NT$530 million, with a central government subsidy of over NT$200 million.
