National Adaptation Plan to Include Heat Chapter; Covers Early Warning and Vulnerable Care

(CNA Reporter Chang Hsiung-feng, Taipei, 22nd) In response to the high-temperature heat waves brought about by climate change, the Ministry of Environment stated that it will add a dedicated chapter on high-temperature adaptation in the next period's National Adaptation Action Plan, incorporating high-temperature early warning and response systems, national health maintenance, and care for vulnerable groups.
The Social Welfare and Environmental Hygiene Committee of the Legislative Yuan today invited the Minister of Environment and others to give a special report and take questions on the "Review of the Current Status of Taiwan's Climate Change Adaptation and the Progress of Aligning with Global Adaptation Goals."
According to the Ministry of Environment's report, following the amendment of the Climate Change Response Act, all counties and cities must formulate adaptation implementation plans within one year after the approval of the "National Climate Change Adaptation Action Plan (2023-2026)." The Ministry of Environment completed the review of all counties and cities in February last year. Together, the 22 counties and cities proposed approximately 1,561 adaptation plans and measures, investing a total budget of about NT$157.2 billion.
The Ministry of Environment pointed out that the implementation plans of the counties and cities cover seven major aspects of climate impacts: flooding, drought, slopeland disasters, sea-level rise, food (rice and aquaculture), infectious diseases, and the urban heat island effect.
The Ministry of Environment stated that the next "National Climate Change Adaptation Action Plan (2027-2030)" will center on scientific decision-making, local implementation, and social resilience, and will list high-temperature adaptation as a cross-disciplinary priority issue, planning a dedicated chapter for it.
The Ministry of Environment explained that the areas expected to be inventoried in the high-temperature adaptation chapter encompass institutionalized governance for high-temperature adaptation (such as early warning and response systems), health aspects (national health maintenance, infectious disease prevention and response, care for vulnerable groups), energy and infrastructure (power system resilience enhancement, stable water supply and efficiency management, heat resistance upgrades for transportation facilities), and food and ecology (agricultural high-temperature impacts and insurance, precise management of forest fire risks, ecosystem adaptation strategies), establishing a division of labor among various ministries. The high-temperature chapter is expected to be completed by the end of the year and submitted to the Executive Yuan for deliberation.
Furthermore, Tsai Ling-yi, Director-General of the Climate Change Administration of the Ministry of Environment, stated today that discussions were held with various ministries in March. The next adaptation plan should align with global indicators, and initial drafts of action plans for all adaptation areas are planned to be released before the end of June, which will also include items of public concern such as checklists for children and youth adaptation to high temperatures.
