Zhuang Yingzhi, Director of the International Digital Department, outlined three major measures: establishing a public-private partnership mechanism, creating a talent network, and strengthening digital infrastructure. MODA plans to release the first wave of 'digital components' (such as LINE reporting programs) in July 2026. The goal is to connect scattered civic wisdom into a solid defense line protecting all of Taiwan. Zhuang noted that civic tech showed great results during COVID-19 and recent floods, and now AI is being used to standardize damage reports in Tainan city.
