Kuo Kuo-wen today invited the National Property Administration of the Ministry of Finance, the Land Administration Department of the Ministry of the Interior, the Tainan City Government Land Administration Bureau, and local farmer and fisherman groups to attend, to review the progress of public land release for state-owned agricultural land and aquaculture land, and to listen to the opinions of grassroots farmers and fishermen.

Kuo Kuo-wen stated that since 2008 (Republic of China year 97), the government comprehensively suspended public land release due to considerations of national land restoration and land use policies, making it difficult for many farmers who had long leased state-owned land to obtain land ownership despite years of cultivation. President Lai Ching-te announced the resumption of the public land release policy last year, targeting state-owned flat agricultural land and marginal aquaculture land for release, which is a response to the long-term expectations of the grassroots.

Kuo Kuo-wen emphasized that although the system is in place, there is still a gap in the execution speed. Taking Tainan as an example, there are still approximately 695 plots totaling 77.14 hectares of state-owned flat agricultural land, and 1688 plots totaling 449.22 hectares of marginal aquaculture land, which are still in the preliminary clearance stage. He often receives complaints from farmers and fishermen about the application timeline and actual implementation progress, and urges the rapid implementation of the constitutional policy of "fostering owner-farmers" to ensure that released agricultural land continues to be used for agriculture.

Kuo Kuo-wen pointed out that the policy resumption should allow farmers to "see it and apply for it," and he will closely monitor the speed of clearance and review, holding another briefing in three months to protect the rights of farmers.
