(CNA Reporter Lu Yen-tzu, Taipei, 22nd) The house tax collection begins in May. The Ministry of Finance explained today that the number of collection cases this year is 9.7457 million, with a tax amount of NT$103.712 billion, reaching a new high. Among them, the tax amount collected from the six special municipalities accounts for about 80% of the national total, with Taoyuan City seeing the largest increase in both the number of cases and the tax amount, reflecting rapid regional development that drives the growth of newly built houses.

The 2026 house tax will be collected starting May 1. The Taxation Administration of the Ministry of Finance and the Local Tax Bureau of the Taoyuan City Government held a joint press conference today to remind the public that the original payment period is from May 1 to 31. Because the last day of the payment period falls on a holiday, the deadline is postponed to June 1. Taxpayers are requested to pay within the time limit.

The Ministry of Finance explained that to encourage the effective use of houses and rationalize the house tax burden, this year marks the second collection under the new house tax system. Through a differential tax rate mechanism, it increases the holding cost of vacant and idle houses, guiding multi-property owners to release houses into the rental or circulation market, while maintaining a lower tax burden for owner-occupied houses. This balances the public's right to housing and the overall fairness of the tax system, continuing to exert the policy's guiding function.

According to preliminary statistics from the Ministry of Finance, the taxable period for this year's house tax is from July 1, 2025, to June 30 this year. The total number of collection cases nationwide is 9.7457 million, an annual increase of 1.16%, and the tax amount is NT$103.712 billion, an annual increase of 3.42%.

Categorized by usage, for residential houses, the number of owner-occupied houses is about 6.5129 million cases with a tax amount of about NT$31.439 billion, accounting for 66.83% and 30.31% of the total collection cases and tax amount, respectively. This includes about 3.1808 million cases of national single owner-occupied houses, an annual increase of 0.78%.

The number of non-owner-occupied residential houses is about 1.5935 million cases, with a tax amount of about NT$20.144 billion, accounting for 16.35% and 19.42% of the total, respectively. This includes 72,300 cases of houses held by builders for sale within 2 years, with a tax amount of about NT$1.38 billion, a massive increase of 34.39% and 57.71% from last year; and 8,800 cases of houses held by builders for sale for more than 2 years, with a tax amount of about NT$956 million, an annual increase of 27.54% and 23.83%.

The number of public interest rental housing cases is about 236,300, with a tax amount of NT$926 million, accounting for 2.42% and 0.89% of the total, respectively.

The Ministry of Finance explained that the overall number of rental houses assessed for house tax this year—including rentals reported meeting the rent standard, public interest landlords, social housing, and rental housing—is about 408,500 cases, a 17.08% growth from last year. Meanwhile, the number of empty (idle) houses not effectively used is about 1.1166 million cases, an annual decrease of 1.81%.

Furthermore, observing the collection situation in the six special municipalities this year, their collected tax amount accounts for about 80% of the national total, showing that major urban areas remain important sources of tax revenue. Taipei City's collected tax amount is NT$19.72 billion, an annual increase of 2.14%; New Taipei City NT$16.643 billion, an annual increase of 2.46%; Taoyuan City NT$12.084 billion, an annual increase of 5.33%, the highest growth among the six cities; Taichung City NT$12.515 billion, an annual increase of 4.37%; Tainan City NT$7.521 billion, an annual increase of 1.83%; Kaohsiung City NT$13.51 billion, an annual increase of 4.62%.
