(Central News Agency Reporter Hao Hsueh-ching, Taichung, 22nd) A construction company was found discharging muddy water into Chaoyang Creek in Xitun District, Taichung City. The Taichung City Urban Development Bureau stated today that after receiving the report, personnel were dispatched to inspect and confirmed that the construction company discharged water directly without sufficient settlement when pumping water during basement excavation. The construction site has been ordered to halt work and penalized according to the law.

The Urban Development Bureau explained that upon receiving the report about muddy water being discharged into Chaoyang Creek by a construction company, they sent personnel to inspect the site yesterday and confirmed that the construction company discharged the water without proper settling during the basement excavation pumping process.

The Urban Development Bureau stated that they have ordered the construction site to stop work, and in accordance with the "Taichung City Building Management Autonomous Ordinance," fined the builder NT$9,000 and required improvements within a specified time limit; the Environmental Protection Bureau also imposed a fine of NT$30,000 for violating the "Water Pollution Control Act," defending environmental quality.

The Urban Development Bureau explained that they have conducted an on-site inspection jointly with the Structural Engineers Association, confirming that the tilt and settlement measurements in the current monitoring report are still within a safe range. On-site, in addition to requiring the construction site to implement emergency response measures and stop excavation, they also demanded that the sand filter pool setup be completed in accordance with the approved plan. Operations can only continue after confirmation by the Urban Development Bureau. The effluent water quality at the Chaoyang Creek site has returned to clear, and continuous monitoring will be maintained.

The Urban Development Bureau emphasized that before discharging groundwater, construction sites must properly set up sedimentation and sand filtration facilities to ensure water quality is safe before discharge. In future special inspections of basement excavations, pumping and discharging operations will be listed as a key inspection item, strengthening the review of processing facilities and operating procedures. If violations are found, severe penalties will be imposed to maintain environmental quality and construction order. (Editor: Chen Ching-fang) 1150422
