Amid rumors that he had visited venues with female hostesses, the Second Precinct stated that the job adjustment was primarily due to his failure to fulfill duties and lack of cooperation in work affairs, while the rumors are still under investigation.

Lin Ssu-miao, Director of the Chiayi City Second Precinct, told a CNA reporter today that while serving at the Nanmen Police Station, the former Chief Chang not only failed to cooperate in work affairs but also did not properly execute his duties. Between February and March of this year, he was repeatedly asked to improve but ignored the advice. In early April, the reasons for his unsuitability were reported to superiors, resulting in his recent transfer to a non-managerial role.
