(CNA Reporter Cheng Wei-chen, Changhua, 22nd) A sole-proprietorship electrical engineering business in Changhua County owed labor and health insurance premiums, business taxes, etc., which, combined with the owner's personal comprehensive income tax, amounted to over NT$2 million in arrears. Despite multiple collection notices, the owner only rushed to raise the money and pay off the debt recently when he realized he was banned from leaving the country just before a planned trip abroad with his family.

The Changhua Branch of the Administrative Enforcement Agency under the Ministry of Justice issued a press release today stating that a sole-proprietorship electrical installation engineering business had long owed labor and health insurance premiums, business taxes, and traffic fines. The owner also owed comprehensive income tax, and relevant agencies successively transferred the cases to the Changhua Branch for execution. As of the end of March this year, the total amount owed was over NT$2.65 million.

The Changhua Branch stated that upon receiving the case, they immediately launched a property investigation. They found that a truck registered under the owner's name was being auctioned by a mortgagee, but the engineering business was still operating. They subsequently seized the owner's deposit and insurance claims, but this was still insufficient to clear the public law debt.

The Branch had demanded the owner appear to report and fulfill his obligations within a specified time limit up to 17 times, but he consistently refused to appear or pay. He only called to claim he couldn't raise the money and paid off a small fraction of the debt. In May 2024, the Branch legally banned him from leaving the country to ensure the realization of state claims.

The owner recently planned a trip abroad with his family and was shocked to discover he was still under a travel ban. Therefore, he actively raised the money and voluntarily appeared to pay off the debt in full right before the Branch was preparing to apply to the court for a detention warrant.

The Changhua Branch reminded the public to pay various state taxes and fines on time according to the law. If unable to pay in full due to financial difficulties, one should actively contact the administrative enforcement agency, submit proof, and apply for installments. Do not take chances and ignore the debt, as it could lead to compulsory execution against assets, or even face compulsory measures like travel bans, detention, or custody, affecting personal credit and life plans.
