The Ministry of Environment today convened the "Southern Taiwan Science Park Nanzih Park Development Project Second-Stage Environmental Impact Assessment Scoping Meeting."

At the end of last year, the Ministry of Environment's Environmental Impact Assessment Committee approved the "Southern Taiwan Science Park Nanzih Park Development Project Environmental Impact Statement," confirming that Nanzih Park would enter the stricter second-stage environmental impact assessment. Today, the scoping process began, delving into items that should be strengthened in assessment and monitoring.

This project is crucial for TSMC's entry. The development unit is the Southern Taiwan Science Park Bureau of the National Science and Technology Council. The development site is located at the former Kaohsiung Refinery in Nanzih District, Kaohsiung. It plans to introduce emerging technology industries (such as software services, AIoT, 5G, green energy), create approximately 6,600 jobs, and is estimated to generate an annual output value of about NT$960 billion. Construction will proceed simultaneously for public works and factory buildings, with completion expected by the end of 2033.

Multiple environmental groups held a press conference before the meeting today. The Earth Citizen Foundation stated that the project's annual electricity consumption is about 11.2 billion kWh, equivalent to Kaohsiung City's total residential and commercial electricity consumption for 2025, making the statement "TSMC uses up Kaohsiung's electricity" not an exaggeration. Furthermore, future electricity might be supplied by Kaohsiung's Hsing-Ta Power Plant, making Hsing-Ta the power plant with the most thermal power generation (gas and coal) in Taiwan.

The Environmental Rights Foundation stated that even if TSMC actively purchases green energy, the reality is that Taiwan's green energy is insufficient. Many people believe that restarting nuclear power will provide enough electricity, but using nuclear power would restrict green energy development. They urged TSMC to make concrete green energy commitments with specific data, monitorable targets, and more active local green energy commitments, and to actively collaborate with local governments.

The Homemakers Union Consumers Foundation stated that Kaohsiung is actively expanding its semiconductor industry, with other development plans for packaging semiconductors and drones in Renwu and Baipu, in addition to Nanzih Park. They urged the Kaohsiung City Government to accelerate rooftop solar power development, assist community citizen power plants, and implement industrial energy saving, facing future electricity demands.

The development unit responded by stating that all resident companies in this project have pledged to install solar facilities on office rooftops; and to achieve the 2040 RE100 goal, resident companies have been continuously pursuing renewable energy acquisition. They have cooperated with green energy generators (including wind, solar, and small hydropower) and signed long-term contracts to jointly develop green energy, having accumulated approximately 3.1 GW of renewable energy signed, driving green energy development with concrete actions and realizing environmental sustainability.
