(Central News Agency reporter Chen Chun-hua, Taipei, 21st) After Premier Cho Jung-tai reported on the "115th Central Government General Budget Bill" to the Legislative Yuan today, Vice President of the Legislative Yuan Chiang Chi-chen, who presided over the session, announced that the 115th Central Government General Budget Bill would be referred to the Finance Committee for review by various committees according to the allocation table and schedule.

The ruling and opposition party caucuses in the Legislative Yuan reached a consensus on the 15th, agreeing to invite Cho Jung-tai to report on the general budget bill and be questioned on the 21st, after which it would be referred for review. Furthermore, the Executive Yuan should submit relevant amendments to the military personnel treatment act and police personnel affairs act, as well as other guarantee measures for military, civil, and educational personnel, within six months after the general budget bill is referred to committees.

The Legislative Yuan session this morning invited the Premier, Director-General of Budget, Accounting and Statistics, and Minister of Finance to attend and report on the compilation process of the "115th Central Government General Budget Bill" and be questioned (including a combined report on the budget compilation and handling of salary increases for volunteer military personnel and pensions for police personnel).

Cho Jung-tai's report pointed out that the government spares no effort in caring for police, firefighters, and military personnel. Since 2016 (105th year), salaries for military, civil, and educational personnel have been raised four times, with a cumulative increase of 14%. Considering the balance among different civil servants and constitutional disputes, the Executive Yuan temporarily suspended the allocation of relevant budgets and applied for a constitutional interpretation and provisional disposition from the Constitutional Court on August 22, 2025 (114th year).

Cho Jung-tai said that in the future, adhering to the principles of "sound system," "complete legal framework," "fairness and balance," and "fiscal sustainability," continuous review and improvement will be pursued. This includes studying more reasonable methods for salary adjustments that reflect price changes, and professional allowance adjustment schemes that are closer to the actual operation of the public service system. He hopes to consult with the Legislative Yuan on these two principles, taking into account both constitutional matters and national fiscal discipline.

After the questioning by representatives of the ruling and opposition party caucuses concluded, Chiang Chi-chen announced in the session that the 115th Central Government General Budget Bill (including subsidiary unit budgets and comprehensive statements – operating and non-operating parts) would be referred to the Finance Committee for review by various committees according to the allocation table and schedule.
