Kaohsiung City's "Leyi Section Community-Based Long-Term Care Facility" held its opening ceremony today, marking the official transformation of the Typhoon Morakot permanent housing base into a community long-term care facility, providing professional care services for local elders with disabilities and cognitive impairments.
The Kaohsiung City Health Bureau stated that the Leyi Section Activity Center previously served as a base for housing residents of Qinhe Village after the Morakot and Typhoon Morakot disasters. Considering the remote geography and inconvenient transportation of Taoyuan and Liugui Districts, where finding suitable locations for long-term care facilities is challenging, the city government held multiple inter-departmental meetings starting in 2022. After inventorying idle or low-density usage spaces, this location was selected for transformation and revitalization.
The Health Bureau noted that the project involved a total investment of NT$8.97 million, including NT$5.329 million in central government subsidies and NT$941,000 in city government matching funds. During the construction period, the site encountered challenges such as severe typhoons and heavy rainfall, leading to significant internal water accumulation. The Health Bureau subsequently raised an additional NT$2.7 million to fund waterproof repair work.
The Leyi Section Community-Based Long-Term Care Facility, upon its opening, operates as a "small-scale, multi-functional" type. It can serve 30 elders for day care and offers two temporary overnight beds, providing respite for families.
Furthermore, as the facility is located at the junction of Taoyuan and Liugui Districts, it can serve both districts simultaneously. The facility also provides round-trip transportation for elders from their homes to the facility, overcoming transportation limitations. Simultaneously, it strengthens local operations by prioritizing the hiring of caregivers with indigenous status, embodying the spirit of "local people caring for local elders."
The Health Bureau stated that in the face of an aging trend, the city government, in line with central government policies, continues to collaborate with private organizations to establish day care centers in 91 school districts across the city. As of April this year, a total of 160 centers have been established, distributed across 80 school districts, achieving a deployment rate of 87.9%. The remaining 11 school districts are either under establishment or in the planning stage. (Edited by: Chang Ya-ching) 20260420
