(CNA Reporter Chang Jung-hsiang, Tainan, 16th) Inappropriate discipline occurred at a private kindergarten in West Central District, Tainan City, affecting 13 children, with some even being placed in cardboard boxes and hit and shaken. Two involved preschool educators were punished and fined; one was banned for life from being employed as an educator, and the other was suspended from teaching for 1 year.

The Tainan City Government Education Bureau told the CNA reporter today that after receiving a report late last year about inappropriate discipline at a private kindergarten in West Central District, they immediately launched an investigation and reviewed surveillance footage. It was confirmed that educators surnamed Wu and Tsui were involved in severe violations, affecting a total of 13 children.

The Education Bureau explained that during teaching and caregiving, educator Wu pushed and pressed the heads of children in the class, pinched their faces, force-fed them, and even put a child in a cardboard box, hitting and shaking it for up to 20 minutes, or covered children's faces with books and paper. Educator Tsui turned a blind eye to Wu's inappropriate discipline and had similar behaviors herself, although to a lesser extent.

The committee for determining illegal incidents by educare-related personnel ruled that educator Wu's actions constituted severe inappropriate discipline, imposing a heavy fine of 500,000 NTD and a lifetime ban from employment as an educare service provider. Educator Tsui was fined 60,000 NTD, restricted from teaching for 1 year, and required to attend 9 hours of related childcare counseling and discipline courses and write a reflection report.
