Responding to the General Chamber of Commerce, Mainland Affairs Council Reaffirms Measures Regarding Taiwan Cannot Have Political Prerequisites

The Mainland Affairs Council (MAC) countered China's proposed cross-strait measures, which are contingent on the '1992 Consensus' and 'opposing Taiwan independence,' arguing they compromise sovereignty and aim to divide Taiwan. The MAC also called for pragmatic negotiations on issues like agricultural exports, direct flights, and tourism, free from political considerations.

Responding to the press conference held today by the General Chamber of Commerce regarding 'Industry Views on Recent Preferential Policies Towards Taiwan by the Mainland,' the Mainland Affairs Council (MAC) reiterated its established stance, stating that measures premised on the '1992 Consensus' and 'opposing Taiwan independence' allow the Chinese Communist Party (CCP) to extend its public authority into Taiwan, and called for businesses and the government to act together.

The MAC, in a written press release, responded to the key points of the General Chamber of Commerce's press conference, urging businesses to align with the overall national interest and mainstream public opinion, and to act together with the government to promote healthy and orderly cross-strait exchanges.

The CCP announced 10 measures regarding Taiwan on the 12th, following KMT Chairwoman Sylvia Chang's visit to the mainland. The MAC reiterated that many of these measures are premised on the '1992 Consensus' and 'opposing Taiwan independence,' which clearly represent a compromise of sovereignty and concession. It even allows the CCP to extend its public authority into Taiwan, sow division within Taiwan, and engage in united front infiltration activities aimed at influencing elections. 'We believe that the vast majority of businesses, if they clearly understand the essence and potential harm of these ten measures, will maintain a reserved attitude and support the government's position.'

The MAC stated that regarding measures affecting people's livelihoods, the government continuously reviews them with a pragmatic attitude.

Regarding agricultural and fishery product exports to China, port calls for distant-water fishing vessels in China, registration of Taiwanese food production enterprises in China, and allowing Taiwanese film and television products into the Chinese market, the General Chamber of Commerce today urged China not to discriminate based on blue-green political affiliations and to announce specific details as soon as possible. The MAC noted that this 'accurately points to the core of the issue.'

The MAC further stated: 'But let's ask, under the framework of the KMT-CCP cooperation designated by the authorities, and with political preconditions set, is it possible to abandon political manipulation and provide convenience to all businesses regardless of color? The answer is self-evident.'

Regarding direct passenger flights, the press release explained that currently, 15 regular flight routes and 13 chartered flight destinations have been opened between the two sides. The utilization rate of the opened flight rights is only slightly over 70%; the passenger load factor for Taiwanese airlines is only over 60%; and no charter flights have been applied for to date. In this situation, it is difficult to discuss the full opening of air transport direct flights.

Regarding tourists from the mainland coming to Taiwan, the MAC reiterated that whether it is group tours or 'free independent travel,' the 'two tourism associations' (Taiwan Visitors Association and China Tourism Association) should first consult and make appropriate arrangements.

The MAC stated that it hopes businesses understand that the government's responsibility is to safeguard the overall national interest. In the future, the MAC and relevant agencies will continue to strengthen communication with the industry, thereby promoting industry-government cooperation, and with unified action, 'demand and compel the CCP to remove political preconditions and all political considerations and arrangements, return to the existing cross-strait interaction mechanisms,' and engage in pragmatic consultations with the government.
