(CNA reporter Wang Chao-yu, Keelung, April 20) Legislators from the Legislative Yuan's Economic Committee visited Keelung today for an inspection of agricultural and economic infrastructure. The Fishery Agency announced that the "Badu Port Breakwater Construction Project," with a total budget of NT$170 million, is currently undergoing detailed design and is expected to be tendered by year-end, with completion in 2028 (the 117th year of the Republic of China).
Wang Mao-cheng, Director of the Fishery Agency, presented the project details. He stated that the basic design review was completed on March 17th, detailed design is underway and expected to finish by mid-May, with tendering to be completed by the end of the year. Upon completion, the project will effectively reduce waves, improve berth stability, and increase the port's capacity for fishing vessels, accommodating ships up to CT5 class.
He further noted that Badu Port currently has 396 registered vessels. After completion, the total berthing capacity for CT3 class fishing vessels could increase by 19 to 80 from the current 61, or for CT4 class vessels from the current 59 to 70, thus increasing convenience for fishermen.
Lin Pei-hsiang, a KMT legislator representing Keelung fishermen, expressed gratitude to the Ministry of Agriculture, stating that this construction has been a long-awaited expectation for fishermen and he is pleased it can be realized during his tenure. He hopes for smooth completion to provide fishermen with more peace of mind and security.
Hong Yu-hsiang, a convener of the Economic Committee and legislator from the Taiwan People's Party, inquired about the project timeline. The Fishery Agency indicated an expected completion in 2028. In an interview, Hong Yu-hsiang stated that after discussions with the Fishery Agency, the total project budget was increased from NT$120 million to NT$170 million. He hopes the project can be completed on time and with quality, and suggested the Fishery Agency consider subsidizing fishing vessel owners to install solar panels, provided vessels are equipped with Automatic Identification Systems (AIS).
Chien Chien-hui, Chairman of the Keelung Fishermen's Association, mentioned that the breakwater project has been discussed locally for over a decade without implementation. Thanks to multiple site visits and lobbying by Legislator Lin Pei-hsiang, detailed design is now underway. Upon completion, it will increase the port's fishing vessel capacity and provide a safer haven for fishermen during typhoons. (Editor: Chen Jen-hua) 1150420
