TAIPEI, Taiwan (CNA) - The first individual with Chinese spousal status to be hired by Taiwan's National Health Insurance Administration (NHIA) is currently undergoing practical training and has not yet officially qualified as a civil servant, confirmed Song Hui-an, Director of the NHIA's Human Resources Office, on Thursday.

Song explained that as the individual is still in the training phase, they are only receiving basic educational training, including introductions to the environment, cybersecurity education, service etiquette, and business processes. They have not been assigned core duties and will not have access to any sensitive data or systems, nor will they interact with information related to universal health insurance coverage or medical treatment.

This case marks the first time an individual with Chinese spousal status has been hired by the NHIA, having applied for the comprehensive administrative civil service category. Official appointment will depend on their performance and results during practical training. Song added that there are positions within the administration that do not involve sensitive data or system access, such as hardware equipment management or general affairs, which could be assigned in the future.

Given the critical nature of cybersecurity for the NHI system, which contains sensitive patient medical information, Song emphasized that all NHIA employees, regardless of their background, are subject to a stringent personal data access management system. Access to sensitive data requires supervisor authorization, adheres to the principle of minimization, and is logged with digital footprints. The administration also employs alert mechanisms and conducts regular and irregular cybersecurity checks.

Regarding whether the individual will be required to provide nationality-related documents, such as proof of renouncing original citizenship, Song stated that all legally required documents will be requested. Matters concerning the scope of duties they can perform are continuously being discussed with the Ministry of Civil Service and the Mainland Affairs Council, following established regulations.
