(CNA Reporter Liu Kuan-ting, Taipei, 19th) Former Broadcasting Corporation of China Chairman Jaw Shaw-kong has proposed earmarking a special budget of NT$810 billion for military procurement. Democratic Progressive Party (DPP) legislator Chen Kuan-ting stated that he is willing to view this as the "first step of goodwill." He also proposed a three-stage roadmap, including the principle that "military procurement should not be divided in half," urging the ruling and opposition parties to build consensus based on rational dialogue.

The Legislative Yuan will once again convene cross-party negotiations this week on the draft of the special defense regulations. Jaw Shaw-kong proposed earmarking 810 billion NTD, but suggested first reviewing the 350 billion NTD for which letters of offer and acceptance have already been issued, while temporarily freezing the remaining 460 billion NTD. He believes this is a version that can balance the concerns of all parties.

Chen Kuan-ting said that he will convene a confidential briefing of the Foreign and National Defense Committee on the 20th. Chen Kuan-ting stated that he proposes a three-stage advancement concept. The third stage is to complete a special regulation that provides greater defense resilience.

He pointed out that although there are still fundamental differences between the ruling and opposition parties on whether to include commercial procurement and commissioned manufacturing, if a consensus can be reached in the first stage, it would be an extremely important breakthrough.

Chen Kuan-ting also revealed that last week he expressed his hope to Legislative Yuan President Han Kuo-yu to facilitate a dialogue between the leadership of the ruling and opposition caucuses before the formal cross-party negotiations, to build consensus as much as possible so that the formal negotiations can proceed smoothly.
