(CNA Reporter: Chen Jie-ling, Taipei 19th) The Taiwan Work Office of the CPC Central Committee announced 10 measures for Taiwan, including concessions for the food industry. The Food and Drug Administration (TFDA) pointed out today that food trade should be conducted in accordance with international norms and scientific principles. However, citing China's past history of delaying reviews and not clarifying standards, it urged businesses to carefully assess the risks of the Chinese market.

After Kuomintang Chairman Cheng Li-wun concluded her visit to mainland China, the Taiwan Work Office announced 10 Taiwan-related policy measures on the morning of the 12th, covering agriculture, transportation and tourism, health and welfare, and film/drama. One of the measures is to "provide convenience for compliant Taiwanese food production enterprises to register and import food into the mainland."

In response to China's announced measures involving food exports, the Ministry of Health and Welfare's TFDA issued a press release this evening emphasizing that food trade should follow international norms and scientific principles to establish a transparent and predictable institutional environment for businesses to plan their markets.

The TFDA stated that Taiwan's food management relies on scientific evidence, aligns with international standards, and strictly acts as a gatekeeper to protect the health of the Taiwanese public and industry reputation. However, in recent years, China has required Taiwanese food businesses to apply for enterprise registration in advance, with the TFDA acting as the submission window. After submitting the registration documents, China delayed the review and failed to provide clear review standards.

The TFDA pointed out that the Chinese market still suffers from unclear review standards, opaque procedures, unspecified processing timelines, and limited information. This increases the risks and costs for Taiwanese businesses in applying, taking orders, and market planning. The management of food exports should be based on scientific evidence, risk assessment, and international trade principles. Only with clear procedures, consistent standards, and transparent information can trust be built and normal economic and trade order be maintained.

The TFDA reminded food businesses to carefully evaluate actual execution conditions, administrative procedures, and commercial risks when facing market and policy information, to avoid over-concentration in a single market, and to continue expanding diversified channels. The administration will continue to assist food businesses in strengthening food safety management, improving export capabilities, expanding international markets, establishing a stable export structure, and maintaining long-term industry development.
