The Qingshui Police Precinct will also implement flexible, mobile control along the procession route, adjusting lanes based on pedestrian and vehicle conditions.

The Zhenlan Temple Matsu pilgrimage event will commence at 10:05 PM on April 17th. The Dajia Police Precinct released a press release today, announcing the traffic control measures. From 4:00 PM on the 17th to 2:00 AM on the 18th, three layers of control zones are planned. The first layer is a pedestrian-only zone, designated from Sanmin Road to the east, Zhongshan Road Section 1 to the west, Wenwu Road to the south, and Guangming Road to the north in Dajia District, prohibiting entry for cars and motorcycles. The second layer is a no-car zone, extending from Jingguo Road to the east, Zhongshan Road Section 1 to the west, Dexing Road and Wenwu Road to the south, and the intersection of Jingguo Road and Zhongshan Road Section 1 to the north. The third layer involves road closures from the intersection of Jingguo Road and Daan Port Road to the intersection of Jingguo Road and Zhongshan Road Section 1; from Shuiyuan Road and Zhongshan Road Section 1 to the intersection of Zhongshan Road Section 1 and Dong'an Road; and along Jiapu Boulevard from Jiapu Road Section 4 to the intersection of Jiapu Boulevard and Jingguo Road (entire Jiapu Boulevard).

The police provided parking information: a temporary parking lot at the 'Meirenshan Old Barracks' (approximately 500 parking spaces), a temporary parking lot at Dajia Stadium and surrounding roads (approximately 350 parking spaces), and a parking lot behind Dajia Train Station (approximately 80 car parking spaces, 180 motorcycle parking spaces). Visitors can also choose to park in nearby stations and take a local train to Dajia Station, or use buses and shuttle services.

The Matsu palanquin is expected to enter Qingshui District around midnight on the 18th. The Qingshui Police Precinct stated in a press release that over a hundred police officers and civilian personnel will be mobilized to implement flexible, mobile control along the procession route, adjusting lanes or prohibiting vehicle entry into densely populated areas based on crowd conditions. Violations such as illegal parking, not wearing helmets, illegal modifications causing noise, and drunk driving that affect safety and peace will be subject to 'immediate discovery and ticketing' to maintain excellent traffic order.
