TAIPEI (CNA) — Xie Yirong, former director of the Northern Branch of the Workforce Development Agency, Ministry of Labor, was sentenced to 4 years and 6 months in prison and deprivation of public rights for 2 years in a retrial today by the Taiwan High Court. She was accused of tailoring procurement cases for vendors and other corruption charges.

The appeals court upheld the prison sentence but reduced the deprivation of public rights from 3 years to 2 years. The original case also involved workplace bullying allegations, but prosecutors found no causal link between the bullying and an employee's suicide, and therefore issued a non-prosecution decision for that part.

The presiding judge of the Taiwan High Court panel stated in court today that the original judgment of 3 years of deprivation of public rights was based on an incorrect application of the law, and thus the court revised it to 2 years today. Both Xie Yirong's appeal and the prosecution's appeal were found to be without merit, and the appeals were dismissed. The case may still be appealed.

According to previous press materials from the New Taipei District Court, Xie Yirong served as the director of the Northern Branch starting in March 2023. She was entrusted with public duties and was expected to ensure fair and open procurement processes. However, driven by personal preference, she allegedly instructed subordinates to maintain close contact with vendors, effectively tailoring procurement cases for them, disregarding legal requirements. Xie Yirong's actions of leaking information and benefiting specific vendors not only disrupted fair commercial transactions but also damaged the image of national agencies and public servants.

The first-instance court, considering that Xie Yirong confessed her guilt during the investigation and trial, and had returned the illicit gains with a good attitude, sentenced her to 4 years and 6 months of fixed-term imprisonment and 3 years of deprivation of public rights for the crimes of profiteering and embezzlement of public property by a public servant, and confiscated illicit gains of NT$20,901. The case was appealed, and the second instance was heard by the Taiwan High Court.

During the second instance trial, Xie Yirong repeatedly cried emotionally, stating that she admitted her guilt and mistakes, that she did not handle the procurement cases appropriately, and that she deeply reflected on her actions, requesting a reduced sentence. (Editor: Chen Qingfang) 1150416
