Miaoli, April 17 (CNA) -- Hakka Affairs Council Chairperson Gu Hsiu-fei visited the Zhongxing Elementary School Kindergarten in Tongluo Township, Miaoli County today to understand the progress of immersive Hakka language teaching. She stated that the Hakka language faces a crisis of decline and expressed hope that rooting it in early childhood education will enable the sustainable transmission of Hakka mother tongue and culture.

The Hakka Affairs Council is actively promoting immersive Hakka language teaching, with 125 primary schools and kindergartens nationwide participating, 96 of which are kindergartens. The Zhongxing Elementary School Kindergarten in Tongluo Township began implementing immersive Hakka teaching in the 2019 academic year and became Miaoli County's first public kindergarten to implement full Hakka teaching in 2022.

The observation and exchange event for immersive Hakka teaching in the 2026 academic year was held concurrently today at four institutions, including the Zhongxing Elementary School Kindergarten. Gu Hsiu-fei, along with Miaoli County Deputy Magistrate Lai Hsiang-ling and Pingtung University Professor Chen Ya-ling, observed the creation of a full Hakka teaching environment, curriculum planning, and engaged in lively teaching interactions.

Gu Hsiu-fei mentioned that immersive Hakka teaching requires over 50% of teaching time in the target language, and full Hakka teaching requires over 80%. She hopes that through observation and exchange activities, Hakka teaching can be refined and expanded to more schools and teachers to join the ranks of Hakka language preservation.

She also noted that the Hakka language faces a crisis of decline year by year, and practical experience shows that rooting teaching in early childhood education yields the best results, as young children can absorb knowledge like sponges. She thanked the Miaoli County Government for its support of various Hakka policies over the years and expressed hope for continued collaboration with the central government and professional teams to ensure the sustainable transmission of Hakka mother tongue and culture.

Lai Hsiang-ling pointed out that whether looking at television or radio programs, Mandarin Chinese has the highest usage rate. She hopes that by starting with young children and elementary school students, foundational work can be done to regain more Hakka speakers. She emphasized that County Magistrate Chung Tung-chin has always valued Hakka heritage and encourages everyone to speak Hakka more in various meetings and public events.
