Song Xiang-yue, 27, holds a Bachelor's degree in Psychology from Indiana University Bloomington and a Master's degree in Business Administration from Hosei University in Japan. He has served as a confidential secretary in the Mayor's Office and the Information Bureau, and previously worked as a specialist at the Kaohsiung City Industrial Development Investment Promotion Committee.

The city government emphasized that both individuals performed excellently during their tenure as confidential secretaries, possessing a high degree of grasp over the municipal promotion process.
