(CNA Reporter Liu Chien-pang, Taipei, 16th) In the case of the abused child Kai-kai, the Taipei District Court today sentenced Child Welfare League Foundation (CWLF) social worker Chen Shang-chieh to 2 years in prison. Taipei City Councilor Miao Poya noted reports suggesting a visitor surnamed Lin from the Wenshan Home Care Center allegedly tampered with visitation dates. The Social Affairs Bureau stated it will launch administrative investigation procedures as soon as possible.

Regarding Kai-kai's death by abuse, the Taipei District Court sentenced CWLF social worker Chen Shang-chieh to 2 years in prison for involuntary manslaughter. The judgment pointed out that Chen, acting as the key figure most capable of uncovering the abuse and facilitating rescue, exhibited passive inaction, which led to the death of Kai-kai, who had no ability to call for help.

Social Democratic Party Taipei City Councilor Miao Poya questioned this issue during the regular civil affairs department session at the city council today, asking if an administrative investigation is in place given media reports that a visitor surnamed Lin from the Wenshan Home Care Center allegedly altered visitation dates.

In response, Taipei City Social Affairs Bureau Director Yao Shu-wen stated that an administrative investigation had already taken place last year. Due to discrepancies between the accounts of the visitor, Lin, and Chen Shang-chieh, concerns were raised, and the data was proactively handed over to the Taipei City Government Department of Civil Service Ethics to forward to prosecutors for investigation.

Yao mentioned that during the administrative probe following the incident, visitor Lin did not mention altering the visitation records. It wasn't until the case was handed to prosecutors that the visitor confessed, though the bureau has not yet received details of an indictment against the visitor.

Miao Poya argued that even without indictment details, the Social Affairs Bureau, as the competent authority, holds administrative power. Since the first investigation missed this information, she demanded a renewed administrative investigation and subsequent disciplinary action.

Yao Shu-wen responded that because visitors upload related information themselves, the bureau required home care centers to strictly supervise and verify the dates and times provided by visitors immediately after the incident. A new administrative investigation procedure regarding the visitor will be initiated soon.

Furthermore, Miao Poya noted that following the court's verdict, the Social Affairs Bureau's press release only addressed the nanny, lacking proposals on how to improve social worker visitations and how to respond if social workers detect signs of abuse during future visits.

Yao Shu-wen stated she must also bear overall responsibility. After receiving the judgment document, she will invite experts to discuss and formulate regulations for social workers, using this case as a vital warning to elevate social workers' professional sensitivity and training, ensuring more proactive measures in childcare.

Regarding whether the home care center visitor forged visitation records, the Social Affairs Bureau responded in writing that relevant information has been handed over to judicial authorities. A meeting was held in May last year where visitor Lin was asked to explain the visitation circumstances; at the time, the visitor emphasized not seeing any bruises, and unable to verify this, the matter was sent to prosecutors.
