The Mainland Affairs Council (MAC) stated that it must wait for the mainland side to first make clear policy announcements, pointing out that there has been no substantial progress on the recently announced opening of travel to Kinmen and Matsu for Shanghai residents, emphasizing things should be done step by step.

Chinese Kuomintang (KMT) Chairwoman Cheng Li-wen concluded her visit to mainland China on the afternoon of the 12th and returned to Taiwan. That morning, the Taiwan Work Office of the CPC Central Committee announced "10 measures to promote cross-strait exchanges and cooperation," including pushing for the trial resumption of individual travel to Taiwan for residents of Shanghai and Fujian province, and promoting the full normalization of cross-strait passenger flights.

Regarding individual travel to Taiwan for Shanghai and Fujian residents, MAC Deputy Minister and Spokesperson Liang Wen-chieh stated at a routine press conference today that for people living in the mainland area to travel to Taiwan, they must first apply for a Mainland Resident Travel Permit to Taiwan. Before the mainland side makes a clear policy announcement regarding which regions or cities' residents can apply, "it is basically unfeasible."

He stated that whether it is mainlanders from Shanghai, Fujian, or other regions coming to Taiwan, whether for individual or group travel, the very first hurdle is having a clear announcement from the mainland side.

Liang Wen-chieh pointed out that Shanghai announced two months ago that its residents could travel to Kinmen and Matsu, but until now, Shanghai has not yet announced that visas can be applied for. There is currently no actual progress. He believes they need to get this done properly first and take things step by step before slowly researching, discussing, and implementing other requests or promises made.

Liang added that regardless of whether mainland China opens up individual or group travel, negotiations through the "Little Two Organizations" are inevitable. This includes discussions on the quota of mainland tourists allowed and relevant mechanisms to handle potential risks that mainland tourists might encounter while traveling individually in Taiwan.
