DPP legislators Chen Kuan-ting and Tsai Yi-yu, along with inter-ministerial teams, conducted a site visit to promote improvement plans.

Chen Kuan-ting issued a press release today stating that yesterday, he and Tsai Yi-yu invited Chiayi County Zhuxi Township Mayor Tseng Liang-che, the Ministry of Environment, the Alishan National Scenic Area Administration of the Tourism Administration, Ministry of Transportation and Communications, the Forestry and Nature Conservation Agency of the Ministry of Agriculture, and the Chiayi County Environmental Protection Bureau, among other inter-ministerial units, to conduct a site visit to the Fenchihu area in Zhuxi Township. They demanded that all ministries propose concrete improvement plans for the long-standing problem of domestic wastewater odor that has troubled residents and tourists.

Fenchihu's local Zhonghe Village Chief Hung Yin-sheng of Zhuxi Township pointed out that Fenchihu mainly has three large drainage channels. On holidays, the usage of public toilets surges from about 50 people per hour on weekdays to 500 people. Coupled with the lack of rainwater flushing during the dry season, stagnant water in the drainage ditches produces foul odors, emitting an ammonia smell.

Tseng Liang-che stated that many buildings in the Fenchihu settlement are over 40 to 50 years old, and the septic tanks and drainage ditch equipment are outdated. The problem of wastewater is difficult to fundamentally solve without simultaneously improving the dry season water shortage, calling on the central government to consider water resource supply concurrently.

Chen Kuan-ting said that on March 10 this year, he had already demanded in a general interpellation to launch an inter-ministerial project to solve the Fenchihu dry season odor problem. The Executive Yuan immediately instructed the Ministry of Transportation and Communications and the Ministry of Environment to discuss improvement countermeasures. On April 8, the Water Resources Agency of the Ministry of Environment had already conducted a preliminary site visit and initially drafted short-term and medium-to-long-term improvement plans. This site visit was to further confirm the on-site situation and integrate resources from various agencies.

Chen Kuan-ting pointed out that during the site visit, various ministries proposed short-term and medium-to-long-term improvement measures. The Ministry of Environment promised to supervise the Chiayi County Government to investigate restaurants in Fenchihu Old Street, subsidize businesses to install oil-water separators to reduce grease discharge into side ditches from the source, and at the same time, ask the Chiayi County Environmental Protection Bureau to arrange drain cleaning vehicles to go up the mountain as soon as possible for cleaning, and evaluate the addition of grease interception equipment.

Regarding public toilet improvements, the Ministry of Environment stated that it would coordinate with the Alishan National Scenic Area Administration and stations under the Ministry of Agriculture to inventory the hardware needs of public toilets and assist in improving equipment quality.

In the medium-to-long term, the Ministry of Interior and the Ministry of Transportation and Communications will jointly plan a wastewater sewerage system with the Chiayi County Government, referring to the successful experience of the household connection project in Taiping Village, Meishan Township, to properly collect and treat wastewater from tourist areas and households, fundamentally solving the problem of domestic wastewater pollution.
