(CNA Reporter Wu Jui-chi, Taoyuan, 16th) The Taoyuan City Environmental Protection Bureau stated today that the city government has been rolling out a review in recent years, gradually incorporating various high-risk locations into its management system. Recently, it announced that disaster prevention governance will be extended from the production side to the storage and logistics sectors to comprehensively improve public safety and strengthen fire prevention policies.
The Taoyuan City Environmental Protection Bureau issued a press release today stating that Taoyuan Mayor Chang San-cheng recently chaired the "1st Fire Prevention Promotion Group Meeting and Dangerous Chemicals Management and Disaster Response Briefing for the Year 115 (2026)". The meeting approved the third batch of high-risk locations to be managed, including 28 "non-factory warehousing and logistics businesses" for the first time, which is expected to be officially announced and implemented before the end of June. This symbolizes that Taoyuan's disaster prevention governance is officially expanding from the "production end" to the "storage end", reinforcing gaps in the existing system.
Taoyuan Deputy Mayor Su Chun-pin pointed out that Taoyuan took the lead among the six special municipalities by amending the "Self-Government Ordinance for Fire Prevention" in the year 113 (2024). Adopting a phased and rolling approach, it manages high-risk locations. The first phase has already included 997 locations dealing with factory dangerous goods and related chemical substances; the second phase expanded to resource recycling, reuse, and waste treatment institutions, adding 221, bringing the cumulative total to 1,218.
Su Chun-pin stated that the city government is filling the gap in fire risks through the self-government ordinance, requiring operators to strengthen source management and fire protection facilities and equipment. Various competent authorities are tracking the flow of dangerous goods to effectively prevent fire accidents. Statistics show that the number of fire incidents in factories and warehouses in Taoyuan has decreased from 77 in the year 113 (2024) to 56 in the year 114 (2025), a reduction of 27.3%, hitting a 10-year low; there were 10 incidents in the first quarter of the year 115 (2026), a decrease of 16.7% compared to the same period in the year 114, proving that the strategic direction is correct and yielding substantial results.
The Environmental Protection Bureau pointed out that the included warehousing and logistics operators must meet the conditions of "dangerous goods reaching the controlled amount", "floor area of 5,000 square meters or more", and "capital of 10 million NTD or more" simultaneously. After being included in the management, operators must report according to the law and implement disaster prevention improvement measures. Violators will be fined between 50,000 and 100,000 NTD; for illegal structures or underground factories, if they are not improved twice within a year, they will be listed as priority targets for demolition.
