The Taipei District Prosecutors Office indicted Li today for crimes including public servant profiting and requested an 8-year prison sentence. The detained Li was transferred to the Taipei District Court for trial.

In addition to Li Chun-liang, the Taipei District Prosecutors Office today also indicted Chung Wen-chih's chief accountant, Yeh Chung-ching, for violating the Personal Data Protection Act. Furthermore, two other deputy heads of the Fude Street Police Station, Ku Chih-ming and Liang Szu-chiang, along with Li's wife, Huang Yu-ting, were not indicted due to insufficient evidence.

The indictment pointed out that Li Chun-liang clearly knew that since October 5, 2021, Chung Wen-chih was required to report to the Fude Street Police Station every Monday, Thursday, and Saturday. However, Li took the case reporting record forms from the duty desk and forged Chung's signature. Investigations revealed a total of 95 false entries on Chung's reporting records, allowing Chung to save on travel expenses. Li is charged with the crime of profiting as a public servant.

According to the indictment, Li Chun-liang is also involved in the crime of having an unknown source of property. Prosecutors found during the investigation that during his tenure at the Xinyi Precinct, Li's monthly base salary ranged from over NT$80,000 to NT$90,000, and his monthly overtime pay was about NT$17,000 to NT$19,000, totaling a monthly income of over NT$100,000 with no outside income.

However, after reviewing Li's financial accounts, prosecutors discovered that between 2022 and 2024, Li made cash deposits from unknown sources resulting in a total unexplained property increase of NT$2,604,000, which is highly suspicious and disproportionate to his income.

Moreover, Li Chun-liang assisted Chung Wen-chih in illegally accessing others' personal data. The indictment noted that at around 9:39 PM on November 4, 2018, and 6:44 PM the following day, Li logged into the 'Precinct Inspection Processing System (OE)' with his account, falsely recorded 'household visits' as the reason, queried citizens' personal household registration data, and passed the information to Yeh Chung-ching, who then relayed it to Chung Wen-chih.

Prosecutors believe that when a police officer fails to strictly monitor a defendant's required reporting and instead uses forged documents to report on their behalf, it creates an unfair and illegal state of benefit, saving the defendant the trouble of reporting. This clearly constitutes an 'illegal benefit' under the Anti-Corruption Act.

Regarding the sentencing recommendation, the indictment stated that the court should consider that Li Chun-liang, as a police officer responsible for maintaining social order, should have abided by the law and served the public faithfully. Instead, he lacked integrity, associated privately with improper individuals, frequented entertainment venues, and abused his police powers for illegal acts. This severely damages police discipline, tramples on good social customs, deepens the public's negative perception of police officers, harms the positive image of dutiful officers, and greatly damages national legal interests.
