The Taiwan Power Company (Taipower) stated that the accident was caused by a vehicle crashing into a transformer box on Huizhong Road in the Xitun District, resulting in a power outage for approximately 300 nearby households. The City Council was also affected, but fortunately, power was restored before 1:00 PM.

The Taichung City Council was holding financial and economic business interpellations, and suddenly the entire building lost power during the lunch break. Taipower's Taichung District Office explained that at 12:38 PM, about 300 households in the area of Huizhong Road and Wenzhong Road in Xitun District lost power. The cause was a vehicle crashing into a transformer box on Huizhong Road, which caused a voltage drop for users on the same feeder line.

Taipower stated that after the incident, they immediately dispatched personnel to the scene for inspection and repair. Because the relay settings of the internal wiring within the City Council are sensitive, the voltage drop immediately caused a power trip. Although Taipower was still supplying power, the City Council's electromechanical staff needed to manually restart the equipment switches on their internal wiring.

Taipower pointed out that following immediate emergency repairs by their staff, only 2 households (both parking lots) were still without power at 12:49 PM.
