Responding to EV Trend: Legislative Yuan Preliminarily Approves Renaming Fuel Usage Fee to Road Usage Fee
Taiwan's Legislative Yuan Interior Committee has preliminarily approved an amendment to rename the "Automobile Fuel Usage Fee" to "Road Usage Maintenance Safety Management Fee" to align with the increasing trend of electric vehicles and the user-pays principle. (Central News Agency reporter Chen Chun-hua, Taipei, 15th) The current "Automobile Fuel Usage Fee" is collected for the purpose of maintaining highways. Based on the user-pays principle, this name is clearly inconsistent with the increasing trend of electric vehicles. The Legislative Yuan's Interior Committee today preliminarily approved an amendment to Article 23 of the "Urban Road Act," changing the "Automobile Fuel Usage Fee" to "Road Usage Maintenance Safety Management Fee."
The Legislative Yuan's Interior Committee invited Deputy Minister of the Interior Dong Jianhong, Specialist Zhao Jinwei of the Ministry of Transportation and Communications' Public Transport and Supervision Department, and others to attend and review the amendment to Article 23 of the "Urban Road Act."
Democratic Progressive Party Legislator Lin Chun-hsien proposed that the current Automobile Fuel Usage Fee is for the maintenance, repair, and safety management of highways. To cope with the popularization trend of electric vehicles and to comply with the user-pays principle, there is a clear need to collect related fees from electric vehicles, and the renaming of the automobile fuel fee is necessary.
During the article-by-article discussion, Kuomintang Legislator Chang Chih-lun raised concerns about whether the related tax system for electric vehicles would be affected after the amendment, as fuel tax was not collected at that time to encourage people to use electric vehicles.
Li Po-yi, convener of the Interior Committee and DPP Legislator, said that this case is not about collecting taxes but about rectifying the name, changing the Automobile Fuel Usage Fee to an actual road maintenance fee. Last year, the Legislative Yuan passed amendments to the Vehicle License Tax Act and the Commodity Tax Act, extending the exemption of vehicle license tax and commodity tax for electric vehicles until the end of 2030. Today's discussion is not about collecting automobile fuel tax.
Dong Jianhong stated that regarding road fee collection, since electric vehicles currently do not need to pay fuel fees, after being renamed to "Road Usage Maintenance Safety Management Fee" in the future, electric vehicles also use roads, so they should bear a corresponding proportion of the cost based on the "user pays" principle.
Dong Jianhong said that to achieve the national 2050 net-zero emissions target, how to appropriately and reasonably share the proportion will be further discussed with the Ministry of Transportation and Communications. Today's amendment is not related to taxation; taxation needs to be discussed with the Ministry of Finance and the Ministry of Transportation and Communications. Today is only about rectifying the name, and the fees will be allocated from the general allocation to local government road maintenance units for specific purposes.
Zhao Jinwei stated that last year, the Legislative Yuan passed an amendment to the Highway Act, renaming the Automobile Fuel Usage Fee to Road Usage Maintenance Safety Management Fee, which is essentially a road usage fee. The current automobile fuel fee is collected based on vehicle type, displacement, and fuel type. To encourage the use of electric vehicles, the fuel fee was exempted, but as electric vehicles become more numerous, since they use roads, related usage fees should be collected.
Zhao Jinwei said that how to collect fees in the future, the Ministry of Transportation and Communications has commissioned the Institute of Transportation to conduct research, and will further discuss with the Ministry of Finance. Road usage fees mean that those who use roads should pay, and how to make the collection method more reasonable will be fully considered based on everyone's opinions. After today's amendment, electric vehicles will still be exempt from the Road Usage Maintenance Safety Management Fee.
The preliminarily approved article changes the source of funding for the construction, improvement, and maintenance of urban roads from the current "Automobile Fuel Usage Fee" to "Road Usage Maintenance Safety Management Fee," which will be uniformly collected by the highway authority, with the allocation ratio handled by the Ministry of Transportation and Communications in consultation with the Ministry of the Interior.
