Hakka Affairs Council Minister Gu Xiou-fei stated that the recruitment of target stores for "Hakka Coin 2.0" has broken geographical restrictions for the first time, issuing a recruitment call to all industries across Taiwan. The goal is to build a cross-regional Hakka-speaking living circle and transform stores into bases and fortresses for promoting the revitalization of the Hakka language.

Gu pointed out that the application qualifications for "Hakka Coin 2.0" special stores have been adjusted to be open nationwide, no longer limited to the 70 key Hakka cultural development areas. Furthermore, the eligibility has been relaxed to include individual operators or stalls "without tax registration but with actual business facts."

Regarding the target recipients of Hakka Coins, Gu said that due to budget constraints, the random drawing from version 1.0 has been canceled. Instead, it will target groups with an interest and passion for the Hakka language, including existing members who have passed the Hakka family commendation, those who have passed the Hakka language proficiency certification, and newly added students under 18 and teachers taking Hakka language or Hakka cultural courses.

Gu stated that "Hakka Coin 2.0" will deepen the functions of special stores. From the past, where stores only needed to display a "Ngai Gong Hak" (I speak Hakka) sticker to apply, it will shift towards recruiting stores with Hakka communication skills. Specifically targeting the over 2 million Hakka population in metropolitan areas, through careful selection and Hakka language application, stores will become places where Hakka is used daily, thereby increasing the Hakka language usage rate.

The Hakka Affairs Council expects to distribute 200,000 portions of Hakka Coins in the first phase, with subsequent rolling adjustments based on next year's budget situation. The council has also introduced an "exit and reward mechanism." If a store is unwilling to cooperate or fails to meet the standards, it will be removed from the list and cannot apply again in the current year, having to wait until the following year to prepare again.

As for the reward mechanism, the council mandates that stores use 30% Hakka language as the basic threshold. If they can achieve 100% Hakka language usage, they will be recommended as an "Outstanding Hakka Language Store" and will be assisted with exposure through various promotional channels.
