Tsai Ming-yen: CCP Infiltration Shifts Focus from Mid-Level Officers to Grassroots Servicemen

During a report to the Legislative Yuan's Foreign and National Defense Committee, Director-General of Taiwan's National Security Bureau, Tsai Ming-yen, outlined three core characteristics of China's activities: 'Systematic,' where the CCP integrates its national security, intelligence, and united front systems to build a dense organizational network for intelligence gathering, espionage, and organizational development in Taiwan. 'Planned,' where the CCP contacts individuals from various sectors through specific channels and selects targets via diverse exchange activities to develop a 'cooperative agent' mechanism and intelligence network in Taiwan. And 'Targeted,' where Tsai Ming-yen analyzed that while early infiltration focused on mid-level officers with access to classified information, recent observations show the reach extending to 'grassroots servicemen.' He admitted that the number of grassroots personnel involved in recent espionage cases has indeed shown an increasing trend. Regarding the security of classified data, Tsai Ming-yen stated that all government units should establish more comprehensive legal frameworks for security and counter-intelligence. The National Security Bureau will continue to strengthen its defense lines and maintain overall national security.
