(Central News Agency reporter Pan Zhiyu, Taipei, 16th) The National Development Council (NDRC) today approved the preliminary budget planning for major public construction projects in 2027, recommending the allocation of NT$378.97 billion in central government funds—the highest level in the past decade. Transportation infrastructure accounts for the largest share at over 52.73% (approximately NT$199.814 billion), followed by environmental resource projects at 22.98% (approximately NT$87.083 billion).
NDRC Minister Ye Junxian stated that a total of 315 projects were submitted by various ministries for the 2027 major public construction program. After initial and secondary reviews by the NDRC, joint deliberations with auditing agencies including the Ministry of Finance, the Directorate General of Budget, Accounting and Statistics, and the Public Construction Commission, and consultations with deputy ministers of relevant ministries, the proposal was today approved by the NDRC Commission meeting. The budget will be submitted to the Executive Yuan for inclusion in the 2027 central government budget and forwarded to the Legislative Yuan for review.
The budget allocation for the 2027 public construction program prioritizes transportation infrastructure at approximately NT$199.814 billion (52.73%), aiming to promote balanced regional development. Next is environmental resource projects—such as sewage systems, reclaimed water from public wastewater treatment plants, seawater desalination plants, and waste management—at approximately NT$87.083 billion (22.98%), which are closely tied to citizens’ daily lives.
Third is agricultural infrastructure at approximately NT$26.731 billion (7.05%), primarily covering irrigation systems, cold-chain logistics for agricultural products, sustainable management of forests and fisheries, and comprehensive mountain disaster prevention. Fourth is economic infrastructure at approximately NT$22.278 billion (5.88%), including projects such as national circular economy zones, unmanned vehicle industry development, advanced semiconductor R&D bases, and various science parks.
Fifth is digital infrastructure at approximately NT$11.652 billion (3.07%), mainly for advancing network technology, quantum computing hosts, AI computing data centers, and cross-domain software platforms and digital service upgrades for the digital industry.
The NDRC emphasized that public construction investment is a crucial foundation for improving people’s quality of life, driving economic development, and strengthening national competitiveness. Minister Ye urged all ministries to strengthen project execution and management to ensure all projects are completed on time and to standard, aiming to stimulate economic activity and increase employment.
Regarding the preliminary review results of the 2027 government’s key social development programs, the core framework is the 'National Hope Project.' A total of 169 proposals were submitted by 20 ministries, including the Ministry of the Interior, with 161 included in the review. The total funding requested was NT$143.052882 billion. After the NDRC reviewed and prioritized the projects, it recommended a total allocation of NT$121.56476 billion, focusing on policies related to climate change, social resilience, and health promotion.
