(CNA reporter Chiang I-Ching, Chiayi City, July 16) A man surnamed Chuang from Chiayi County accumulated over NT$110,000 in unpaid traffic fines due to repeated violations, including riding a motorcycle without a license. Upon learning of the situation, his mother accompanied him to the Chiayi Branch of the Administrative Enforcement Agency to apply for an installment payment plan. She also voluntarily offered to serve as the guarantor for the debt. After consistent monthly payments, the man recently cleared all outstanding fines.
According to a press release issued today by the Chiayi Branch of the Ministry of Justice's Administrative Enforcement Agency, the 28-year-old Chuang had accumulated multiple unpaid debts since 2024 (Year 113). These included arrears in automobile fuel usage fees (renamed "Highway Use, Maintenance, and Safety Management Fees" as of July 1, 2024), failure to enroll in mandatory auto liability insurance, and serious traffic violations such as repeated unlicensed driving, illegal lane changes while in motion, and riding as a passenger with intoxicated drivers. The total unpaid amount exceeded NT$110,000, leading to compulsory enforcement by the Chiayi Branch.
Enforcement officers found that Chuang had no assets in his name and worked only temporary jobs, making wage garnishment impossible. As a result, the case initially reached an impasse.
However, after receiving a notice to fulfill his obligations within a specified period, Chuang and his mother visited the Chiayi Branch together to arrange installment payments.
Chuang's mother stated on-site that citizens must take responsibility when they break the law. She voluntarily offered to serve as the guarantor for her son's case, demonstrating respect for the law and using the moment as a teaching opportunity.
The Chiayi Branch subsequently approved a repayment plan starting in November 2024 (Year 113), allowing the debtor to pay NT$4,000 monthly. With his mother's encouragement and support, Chuang has now fully settled all outstanding debts. (Editor: Lee Heng-shan) 1150716
