(Central News Agency Reporter Kuo Hsuan-chih Hsinchu City July 3rd) The New Power Party (NPP) Hsinchu City Council caucus today stated that the outsourced park green space maintenance contractors in Hsinchu City's North and Xiangshan districts have had their contracts terminated, leading to a "contract gap period" in maintenance. The city government responded that procedures are being followed according to the contract, and a re-tender will be conducted, while manpower deployment and inter-departmental support will be utilized to maintain park quality.

The NPP Hsinchu City Council caucus held a press conference today, stating that the outsourced park green space maintenance contractors in the North and Xiangshan districts have terminated their contracts with the city government, resulting in a "contract gap" in park maintenance and management. Grassroots civil servants, who had transitioned to an auditing role, are now being forced to return to cleaning parks on the front lines.

The NPP caucus said that some grassroots personnel are required to clean four parks totaling 5,566 ping (approximately two standard football fields) in a single day. Others have to travel up to 17 kilometers to cover four parks. According to internal schedules provided by grassroots staff, starting July 1st, the entire department will only have 24 grassroots personnel, organized into 18 teams, responsible for nearly 130 parks, green spaces, public squares, and restrooms in Hsinchu City.

The NPP caucus stated that the mobile team consists of only 3 people, yet they are responsible for 42 locations, averaging 14 locations per person, with the area extending from the Air Force Base in the north to the southern 18 Peaks Mountain. The city government should expedite the re-tender process to maintain park maintenance capacity.

The Hsinchu City Government's Public Works Department stated in writing that an emergency response mechanism has been activated. Through manpower deployment and inter-departmental support, the quality of the park environment and the rights of citizens to use them will be maintained. Subsequent procedures and re-tendering will be carried out in accordance with the contract.

The Public Works Department stated that the internal manpower adjustments are being made in accordance with labor contracts. The original contract scope for relevant personnel clearly includes park patrols, cleaning and maintenance, and related management matters.
