(CNA Taipei, July 2) The Executive Yuan today approved the "Salary Increase Plan for Military, Civil, and Education Personnel." Effective July 1st of this year, professional allowances and supervisory position allowances will be increased by a fixed amount of NT$2,000. Additionally, a general salary increase of 4% will be implemented next year. Based on these adjustments, the starting salaries for new hires in the upcoming year's Civil Service Entrance Examination, General Entrance Examination, and Higher Civil Service Examination will be NT$38,360, NT$47,700, and NT$59,460, respectively.

The Executive Yuan today passed the "Salary Increase Plan for Military, Civil, and Education Personnel." The first component of the plan is a fixed increase of NT$2,000 to professional allowances and supervisory position allowances, effective July 1st of this year. The estimated cost for this year is approximately NT$11.2 billion, to be funded through supplementary budgets. The second component is a general salary increase of 4% for the upcoming year, with an estimated annual increase of approximately NT$38.3 billion, which will be included in the central government's general budget for the 116th fiscal year.

According to data from the Directorate-General of Personnel Administration, the core focus of the salary increase plan is to strengthen support for grassroots personnel, encourage individuals to take on supervisory roles, and enhance the competitiveness of public sector salaries. With the cumulative effect of the fixed increase in professional and supervisory allowances followed by a general 4% salary adjustment, the salary increase for general civil servants, for example, will range from approximately 9.98% to 5.88% for entry-level personnel at the first rank of the appointed service to non-supervisory personnel at the 14th rank of the selected service. The actual increase for new hires in the Civil Service Entrance Examination, General Entrance Examination, and Higher Civil Service Examination will be 9.98%, 8.84%, and 7.8%, respectively, with higher increases for lower-ranking personnel.

At a press conference following the Executive Yuan meeting, Deputy Director-General of the Directorate-General of Personnel Administration, Chang Chiu-yuan, explained that starting next year, the starting salary for entry-level personnel at the first rank of the appointed service will increase from NT$34,880 to NT$38,360. The starting salary for new hires in the General Entrance Examination will be raised to NT$47,700, and for new hires in the Higher Civil Service Examination, it will be NT$59,460, approaching the NT$60,000 mark.

Chang Chiu-yuan stated that the average starting salary for university graduates entering the workforce in 2025, as published by the Ministry of Labor, was NT$36,000. After this plan's adjustments, the monthly salary for new hires in the Civil Service Entrance Examination will exceed the average median salary for university graduates.

In addition, the salary increase plan also enhances supervisory allowances. According to data from the Directorate-General of Personnel Administration, the salary increases for grassroots supervisors (section chiefs at the fifth rank of the appointed service), mid-level supervisors (section chiefs at the ninth rank of the recommended service), and high-level supervisors (division directors at the 12th rank of the selected service) will be 11.56%, 9.04%, and 7.22%, respectively. These adjustments also correspondingly increase the compensation for supervisory personnel, encouraging talent retention and succession.

Chang Chiu-yuan said that the government is first expanding the base through fixed adjustments to professional and supervisory allowances, and then implementing a general 4% salary increase next year. This approach will result in a larger overall salary increase for military, civil, and education personnel, and it is hoped that the competitiveness of public sector talent will be significantly enhanced.
