Taipei, July 2 (CNA) Executive Yuan Minister Without Portfolio Yang Jen-ni, who has been accused of workplace bullying and dismissed from her post, will receive full cooperation from the Executive Yuan in the Control Yuan's investigation, Executive Yuan Spokesperson Li Hui-chih said today. The Directorate-General of Personnel Administration stated that Yang had already retired when she previously served at the Ministry of Economic Affairs, and after leaving her position as minister without portfolio, she is legally entitled to resume receiving her pension.
Yan Hui-hsin, the late former deputy chief negotiator for the Executive Yuan's Office of Trade Negotiations, was reportedly subjected to workplace ostracism before her passing. An external investigation report released by the Executive Yuan on June 26 concluded that Yang Jen-ni, Executive Yuan Minister Without Portfolio and chief negotiator for the Office of Trade Negotiations, had engaged in workplace bullying. Yang has twice issued statements denying the allegations. The Control Yuan launched its investigation on April 22.
At a press conference following the Executive Yuan's weekly meeting today, media outlets inquired about the expected timeline for filling the vacancies for chief and deputy chief negotiators, and whether the overall gender ratio of political appointees would be considered.
Li Hui-chih stated that expanding women's participation in politics, national affairs, and public service has always been a key policy objective for the government, and this has been taken into account in the appointment of every cabinet member. Currently, the Office of Trade Negotiations' daily operations are being handled by Deputy Chief Negotiators Vice Minister of Economic Affairs Chiang Wen-jui and Vice Minister of Foreign Affairs Chen Ming-chi, along with the executive secretary. Any personnel appointments will be announced in due time.
Regarding whether the Executive Yuan would proactively submit its investigation report to the Control Yuan, Li Hui-chih said that the Executive Yuan conducted an administrative investigation concerning the political appointee and will fully cooperate with the Control Yuan's investigation. The Executive Yuan will also continue to strengthen a friendly workplace environment and build a work setting that offers greater support and psychological safety.
When pressed by reporters about whether Yang Jen-ni had previously settled her civil servant years of service and if she had been receiving a monthly pension alongside her salary as a minister without portfolio, and whether she would continue to receive her pension after dismissal.
Chang Chiu-yuan, deputy director-general of the Directorate-General of Personnel Administration, explained that civil servants who retire and subsequently take up government positions will have their monthly pensions suspended. Yang Jen-ni was a permanent civil servant and had completed her retirement procedures while serving at the Ministry of Economic Affairs. Therefore, upon returning to the Executive Yuan as a minister without portfolio, her pension would be suspended, and she would not legally receive two incomes.
