Central and Local Governments Collaborate on Subsidence Prevention in Yunlin, Showing Positive Results

(Central News Agency, reporter Jiang Yijun, Yunlin County, July 2nd) The Yunlin County Government announced yesterday that its land subsidence prevention efforts have been successful. Due to the long-term implementation of various prevention plans and favorable overall water conditions last year, no area in the county reached the standard for significant subsidence rate. The county government will continue to work with the central government, hoping to fundamentally alleviate the subsidence crisis.

The Yunlin County Government convened the "115 Land Subsidence Prevention Promotion Meeting" yesterday. Yunlin County Magistrate Chang Li-shan presided over the meeting, attended by prevention committee members Wen Chih-chao, You Ching-yun, Su Teng-hung, and representatives from central government ministries and county government departments. They exchanged views on the achievements in land subsidence prevention and future improvement strategies.

Chang Li-shan stated that Yunlin County has historically relied heavily on groundwater due to its inherent lack of water resources, leading to land subsidence issues. In recent years, through the joint efforts of the central and local governments, various prevention plans have gradually shown governance results.

Reviewing recent monitoring data, the areas with significant subsidence in fiscal years 112 and 113 were 247.7 square kilometers and 226.4 square kilometers, respectively. In fiscal year 114, no area in the county met the standard for significant subsidence rate.

Chang Li-shan pointed out that land subsidence prevention is a long-term endeavor. In addition to continuing to promote water conservation for crop conversion and groundwater recharge, it is also essential to balance farmers' incomes with market demand for agricultural products. Through comprehensive supporting measures, farmers' willingness to participate will be increased, allowing prevention policies to proceed alongside sustainable agricultural development. Simultaneously, efforts will continue to strengthen land subsidence monitoring and inter-agency cooperation to ensure the safety of the High-Speed Rail line and local public infrastructure.

The Yunlin County Government stated that in recent years, in coordination with the Ministry of Agriculture's Agriculture and Food Agency, a special project has been implemented in areas along the High-Speed Rail line, including Huwei, Tuku, Yuanchang, and Beigang, to convert farmland to dryland farming. Through water-saving incentive measures, farmers are guided to plant low-water-consuming crops, thereby reducing groundwater extraction.

Furthermore, in collaboration with the Ministry of Economic Affairs' Water Resources Agency, the "Project for the Installation of New Huwei River Groundwater Recharge Sand Pile Facilities and Effectiveness Evaluation" is being promoted. This project utilizes river water to recharge underground aquifers, enhancing the groundwater resource storage capacity, reducing reliance on groundwater usage, and steadily advancing towards the goals of national land security, sustainable water resources, and sustainable agricultural development.
