Taipei, Taiwan (CNA) - Taiwan Network Certification Co. (TWCA) today joined forces with Chunghwa Telecom, Taiwan Mobile, and Far EasTone, along with First Bank, E.SUN Bank, and Taiwan Business Bank, to announce the launch of the next-generation MID Plus (MID+) mobile identity authentication service. This service incorporates international standard technologies such as SIM card change detection to strengthen fraud prevention and builds a digital trust ecosystem through cross-sector data linkage between telecommunications and financial sectors.
TWCA, along with Chunghwa Telecom, Taiwan Mobile, and Far EasTone, jointly held the "2026 Mobile Real-Name Authentication: Building a Digital Taiwan" strategic cooperation press conference today. Attendees included Chen Chung-shu, acting chairperson of the National Communications Commission (NCC); Yang Chia-ling, deputy minister of the Digital Development Administration; Chen Yen-liang, deputy minister of the Financial Supervisory Commission; TWCA Chairman Li Rong-lin; Chunghwa Telecom Chairman Chien Chih-cheng; Taiwan Mobile CEO Daniel Lin; and Far EasTone CEO Douglas Hsu.
TWCA stated that since the launch of the Mobile ID (MID) service in 2018, it has laid the foundation for domestic identity verification and data validation, fully implementing core verifications such as name and phone number status. As the digital environment moves towards globalization and high technology, to make defenses more impenetrable, the new MID Plus service introduces the international telecommunications standard GSMA API, elevating the defense dimension to the dynamic levels of "time" and "space."
Li Rong-lin explained that the time dimension confirms whether the holder has recently changed their SIM card, and the space dimension confirms whether the holder is in Taiwan. Through multi-party cooperation between telecommunications and finance, the technological fraud prevention capabilities are enhanced.
Chien Chih-cheng stated that providing any service in the online world, especially financial services, requires effective verification mechanisms. Telecom companies possess reliable network capabilities, combined with digital certificate technology and financial fraud prevention needs, these three elements form the core of the new MID Plus. Telecom operators develop APIs, and financial and other industries can use this interface to query telecom operators for identity confirmation.
Chia Chung-yung, general manager of Chunghwa Telecom's Network Technology Division, said that MID Plus introduces international standard SIM Swap and Device Roaming Status services. These help telecom operators dynamically monitor in real-time whether users have recently changed their SIM cards or their current roaming regions. Banks can use the SIM Swap API to strengthen high-risk transaction verification, proactively reducing the risk of impersonation fraud. The Device Roaming Status API is used to detect abnormal transactions and cross-border fraudulent use, significantly enhancing financial security.
Furthermore, MID Plus also strengthens KYC (Know Your Customer) comparisons, expanding the breadth of identity understanding. Chu Chien-kuo, Chief Information Security Officer at Far EasTone, pointed out that telecom identity verification services are crucial measures to prevent fraud at the source and can effectively reduce criminal groups' acquisition of illegal phone numbers. The three telecom operators jointly provide a unified interface standard, helping enterprises requiring real-name authentication reduce integration costs, and strengthening scenarios such as bank account opening, transaction verification, or other digital industries requiring identity protection. The dual prevention of phone number verification and user data validation improves fraud prevention effectiveness and user experience.
TWCA stated that telecommunications experts at the forum believe that combining TWCA's technology and experience in the digital trust domain, along with technologies such as certificates, key encryption, and electronic document signing, can accelerate the promotion of services without physical presence. Financial institutions stated that MID Plus adopts the Open Gateway API industry standard, which can be easily interfaced through TWCA's TWID platform. This saves financial institutions the cost of individual connections with each telecom operator.
