(CNA Taipei, June 30) The Central Committee of the Communist Party of China (CPC) Politburo held a meeting today, stating that extreme weather and climate events are expected to be frequent during China's main flood season this year. All regions and relevant departments must take effective measures to do a good job in flood control, drought relief, and emergency rescue and disaster relief. CPC Central Committee General Secretary Xi Jinping presided over the meeting.
According to official media Xinhua News Agency, the meeting pointed out that during the main flood season this year, extreme weather and climate events in China will continue to be frequent, with equal emphasis on drought and flood. All regions and relevant departments must be prepared for major floods, severe droughts, and strong typhoons, and take effective measures to do a good job in flood control, drought relief, and emergency rescue and disaster relief.
The meeting emphasized that people's safety must be placed first, and the accuracy of monitoring and forecasting must be improved. Personnel evacuation and sheltering must be organized promptly and decisively to strictly prevent mass casualties. Flood control safety for major rivers, lakes, and reservoirs must be ensured, and the management of flood discharge space for rivers and lakes must be comprehensively strengthened. The risk of rapid shifts between drought and flood must be highly valued, and the unified management and dispatch of water resources must be strengthened. The flood control safety of major infrastructure and ongoing projects must be guaranteed, hidden dangers must be thoroughly investigated, and the protection of agricultural infrastructure must be strengthened.
The meeting also mentioned that emergency rescue and disaster relief should be carried out quickly and efficiently. Preparations for personnel, equipment, and materials should be further improved, and overall deployment and pre-positioning of forces should be strengthened to enhance rescue capabilities under extreme conditions. Disaster relief and assistance work should be done conscientiously to ensure the basic living needs of affected people.
China's main flood season is approximately from June to August each year. The Ministry of Emergency Management of China stated at a press conference on the 23rd that during the main flood season this year, the Hai River, Songhua River, Pearl River, upper Yangtze River, and lower Yellow River may experience severe flooding. Landfalling typhoons may be more frequent and stronger. Northern regions may experience more rainfall and a higher risk of flood disasters. As the rain belt shifts westward and northward, some southern regions may transition from flood to drought, making the flood control and drought relief situation severe and complex.
According to the national natural disaster situation in May released by the Ministry of Emergency Management of China, natural disasters in May affected 6.609 million person-times, with 95 deaths or disappearances, and direct economic losses of 20.08 billion yuan (approximately 90.3 billion New Taiwan dollars).
