On June 26, the Taipei District Prosecutors Office indicted a social worker surnamed Lin from the Wenshan Home-Based Childcare Service Center for forgery. The charges stem from the high-profile abuse case of a young boy named 'Kai-Kai.'
Previously, social worker Chen Shang-chieh of the Child Welfare League Foundation was convicted of professional negligence resulting in death and sentenced to two years in prison by the Taipei District Court this April, though she was acquitted of forgery charges. Prosecutors have since appealed that decision.
Investigations revealed that Lin, who was responsible for supervising the childcare provider assigned to Kai-Kai, failed to conduct on-site visits during the required months due to professional training. Lin is accused of using photos taken on different dates to falsify routine visitation records for July and September 2023, subsequently submitting these reports to the Wenshan Center to claim travel reimbursements.
Following the discovery of abuse, discrepancies emerged between the records submitted by Lin and those by Chen. While Chen reported observing bruising on the child's forehead in September 2023, records submitted by Lin for the same period showed no such injuries. The Taipei City Government Social Affairs Department subsequently filed a complaint with the prosecutors, leading to the current indictment.
