Hsinchu County Animal Protection and Disease Control Center reported that heavy rainfall caused water levels in Douzipu Creek, Zhubei, to rise rapidly, trapping two free-roaming water buffaloes in the middle of the river. A three-hour operation resulted in the rescue of one buffalo; however, due to poor light at nightfall, the second buffalo was guided to a safer, elevated riverbed to wait for recovery tomorrow.
Local residents observed the situation this afternoon as the rising water nearly submerged the buffaloes, leaving only their heads and horns visible. Upon receiving the report at approximately 2:00 PM, the Animal Protection and Disease Control Center, in coordination with the Hsinchu County Stray Animal Cherish Association, the Hsinchu County Water Rescue Association, and local crane operators, initiated a rescue effort.
Director He Chih-feng noted the difficulty of the operation due to the strong current. While one buffalo was successfully brought to safety after three hours, the mission for the second was paused for safety reasons. The buffalo has been relocated to an area with slower currents on higher ground, with plans to use a crane for extraction tomorrow.
Furthermore, the Animal Protection and Disease Control Center stated it would investigate the owner for potential violations of the Animal Protection Act, specifically regarding the failure to provide a safe and adequate environment for the animals. If negligence is confirmed, the owner will face administrative penalties. Costs associated with the rescue equipment and personnel will be calculated, with potential for recovery from the owner depending on whether the assistance provided was voluntary or contracted.
