The Taiwan International Cooperation and Development Fund (TaiwanICDF) will hold its 30th-anniversary ceremony on July 1. To mark the milestone, high-level officials including President Santiago Peña of Paraguay and President Surangel Whipps Jr. of Palau have recorded congratulatory messages, reflecting on Taiwan’s long-standing commitment to international aid and the resulting global trust.
TaiwanICDF announced today that it has received nearly 180 congratulatory videos from heads of state, government ministers, international partners, and program beneficiaries. These videos have been curated into eight themes and released on social media platforms since late May. The final installment, featuring messages from heads of state and ministers, was released today. The full collection, including commemorative messages from President Lai Ching-te and Minister of Foreign Affairs Lin Chia-lung, will be screened at the July 1 event.
President Peña, who visited Taiwan in May, has a history with TaiwanICDF dating back to 1999, when he participated in a small and medium enterprise training program at age 21. In his message, he lauded TaiwanICDF as a trusted partner and noted its significant contributions to Paraguay’s education and development. President Whipps of Palau also emphasized the substantive assistance provided by TaiwanICDF, expressing anticipation for continued collaboration and shared global impact. Thulisile Dladla, Deputy Prime Minister of Eswatini, highlighted TaiwanICDF’s role in promoting women’s economic empowerment.
Additional contributions came from Governor-General Tofiga Vaevalu Falani of Tuvalu and Rossana Briceño, Special Envoy for the Development of Families and Children of Belize, among other dignitaries. The campaign also features testimonials from small-scale farmers in Latin America, African healthcare professionals trained by the fund, and international students supported by scholarships. International organizations including the EBRD, CABEI, FFTP, the Stimson Center, and the Japan Sasakawa Peace Foundation (SPF) also offered their congratulations.
TaiwanICDF Deputy Secretary-General Hsieh Pei-fen stated that these 180 messages represent not only honor and trust but also a sense of responsibility, confirming Taiwan’s role as an indispensable and reliable partner in the international community.
